Do interstate drivers have to comply with the chain regulations?
The way I understand the laws is that there are reciprocal agreements between the States in a number of areas.
As such I believe that this regulation would only apply to NSW registered vehicles and trailers within NSW.
Other vehicles and trailers are covered by the regualtions in their State of registration and/or Federal regulations. i.e. VSB1
Although as with reciprocal firearms legislation between some States the shooter must comply with their own State laws whilst in another State and as such maybe NSW drivers also have to comply with their own State laws when driving in another State. Either way it makes sense to cross the chains all the time.

anyone that has better computer skills than me,

Much appreciated the trouble you have gone to, to solve the chain crossing issue.
It’s probably my lack of computer skills but not sure how to find clause 116 (4).

The link you have posted goes to “Road Transport (Vehicle Registration) Regulation 2007” and clause 94 is as far as it goes so could you please advise where I am going wrong?

It was a bitch to follow the instructions i received, but to simplify matters open the site I posted.
Then from the menu on the left of the page, just under 'Contents' (2007 -522)
Click on “Road Transport (Vehicle Registration) Regulation 2007”
This will open all the regulations covered by this legislation.
Then scroll down to clause 166.
Reading some of the others regs can also be quite an eye opener, but it's tedious reading with loads of completely useless trivia.

It’s a pity we cannot have a list of all the confirmed rules & regulations appropriate to caravaners somewhere, as Jock has said it will squash wrong advise from members and at times they are not wrong in their state.
So many times we go around in circles trying to track down the legislation that confirms a statement or not.

With all the state rules and then the Australian rules it can get a bit difficult to be sure what is going on.

As i understand it. it was a norm in the old days when rams horns were used to hold the chains. If you didn't the chains would jump off. could be wrong just remember the old man getting up me if i didn't.
As for the rules when you go interstate.

"If you are driving interstate, you still have to adhere to the conditions of your Queensland licence.

You will also have to obey the other state's road rules. For example, New South Wales has a rule that requires all learner drivers to obey an 80 km/h maximum driving speed.

To find out if any special road rules will apply to you when travelling interstate, it is best to contact the transport authority for the state that you will be driving in."

Another thing that few observe is using rated shackles and only ONE on each chain.
Have seen a 24ft Jayco hooked up with both chains onto one shackle I wouldnt use on a box trailer.
Also had breaksafe wire wound through hitch handle twice and then hooked to same miniscule shackle.

When I pointed out it wouldnt work he said " Ive been in transport for 30 years so dont need to be told anything"
My answer was "Well its a pity you havent learned anything isnt it..

Van had everthing including a domestic washing machine in it and would have been well overweight for the Prado towing it. But he knew eveything didnt he NOT.

One thing that never gets mentioned in the caravanning fraternity with safety chains is they need to be of equal lenght. Mine certainly aren't. I use a rated shackle on one and an over-rated on the other to achieve equal lenght. I've witnessed first hand what happens when one is longer than the other and takes all the load when things come unstuck.

Dene, pardon the obvious but why can't you cut a link from the long one - or are they not different by exactly a link?

AAAAH! the old 'Rams Horns'....They were the good days..

Wouldn't mind seeing them again...So much easier....Are they still legal ?
