A few that come to mind:
There is a small rest area close to highway ten kilometres south of Tenterfield at Bluff Rock lookout, with toilets, barbecues and picnic area. 24 hour limit.
Beardy Creek ten kilometres to the north of Glen Innes (south side of bridge for overnight area) with pit toilet and non potable water. 24 hour limit.
Guyra Mother of Ducks Lagoon with toilets and water, 48 hour limit.
Bendemeer Rodeo grounds, not free but $5 with 24 hour limit, managed by the nearby caravan park.
Wallabadah 24 hour rest area, toilets, $10 donation requested for upkeep of the park.
Murrurundi Caravan Park have $10 sites for self contained travellers not requiring access to amenities.
Camps Australia Wide 7 will have more.
Edit: If you are wanting somewhere close to Warwick, Dalveen is on a loop of old road just off the highway and has a green grassy little free camp with toilets.

I missed Uralla
Uralla – Free overnight camping for self contained units. Shade, gas barbecue, toilets and water nearby. Close to New England Highway.
Alternatively free camping at the Wooldridge Recreation and Fossicking Reserve which is located six kilometres from town along the Kingstown Road. Pit toilets, wood fired barbecues, picnic tables, town water and rubbish bins.
